Mr. Emanuel Frazier serves as the Assistant Superintendent of Human Resources with the Bibb County School District.  Mr. Frazier is charged with providing leadership and strategic direction to the planning and implementation of human resources functions and human resources matters in accordance with the District’s mission, vision, values, and goals.  This includes attracting, recruiting, selection, hiring, developing, retaining, and succession planning – of a highly trained and effective staff.

Mr. Frazier earned a Bachelor of Science Degree in Political Science with Teacher Certification from Florida A&M University in Tallahassee, FL.  He earned a Master’s and Specialist Degree in Educational Leadership from Albany State University.  He has also completed additional coursework at Georgia Southern University in pursuit of his Ed. D. in Educational Leadership. 

In addition to his post graduate work, Mr. Frazier continually seeks opportunities to increase his knowledge and skills in order to be more effective in his assigned role. He is a member of Leadership Macon (Class of 2009), the Georgia Association of Educational Leaders, the Georgia Association of School Personnel Administrators, the American Association of School Personal Administrators, and the American Association of School Administrators.  Additionally, he has completed the Georgia School Superintendents Association’s Human Resources Institute, as well as the District Office Professional Development Program.

Mr. Frazier has served more than 25 years in public education in the state of Georgia.  He has served the students of the Bibb County School District since 1998.  During his time in the District, Mr. Frazier has served as a teacher at the middle and high school levels, as well as an athletic coach.  He accepted his first administrative role in the District as an assistant principal at Howard Middle School.  He went on to serve as the principal at Burke Elementary (2 years), Union Elementary (5 years), and Central High School (7 years).
